Fast-Track Upskilling and Reskilling Courses

What we do: Image

Kiraki Foundation is looking for qualified partners to deliver
fast-track upskilling and reskilling courses for the most
disadvantaged groups in Armavir, Shirak, Lori, Ararat, Gegharkunik
regions of Armenia. The applicants are expected to design and deliver
the course in close coordination with Kiraki team. 5 such courses are
planned to be delivered for the next 4 months.


The courses will cover the following themes:
- Accessing online and remote job markets
- Hospitality strategy and digital transformation
- Visual Storytelling

- Innovative greenhouse management
- Strategic Communications and Tailored Research Skills


There are specific Terms of Reference and expected deliverables for
each training. Deadline for applications (proposed methodology and
detailed budget) is December 04, 2022. An expert or a company can
apply to more than one bid. Applications should be sent to
partner@kiraki.org email address.

1. BACKGROUND INFORMATION
Project Title: Mitigating the Impact of COVID-19 through Community-Led
Interventions - Lead CSO for Armenia – Armavir Development Centre 
Financed by the: Japan Fund for Prosperous and Resilient Asia and the Pacific (JFPR)
Purpose of this assignment: Provision of hands-on skills in online and remote jobs
Duration: December 2022- March 2023 (4 months).
Location: Armavir, Shirak, Lori, Ararat and Gegharkunik marzes of Armenia and wider audience
through online engagement

2. OBJECTIVE, PURPOSE & EXPECTED RESULTS
2.1. Overall Objective of the Project
The ADB JFPR Technical Assistance (TA) on Mitigating the Impact of COVID-19 through
Community-led Interventions supports civil society organizations (CSOs) aims to deliver services
that will ease the impact of COVID-19 on poor and vulnerable populations.
The Consortium of Armavir Development Centre (ADC) (lead CSO) with Kiraki Development
Foundation (Kiraki) and Health Policy and Innovation Center (HPIC) will implement a project under
the TA that is aligned with TA’s three objectives/outputs:
Objective 1- To increase community-based crisis prevention, mitigation, and adaptation capacity
Objective 2 - To support informal social protection programs stressed by COVID-19 impacts
Objective 3 - To provide economic support for people with livelihoods affected by the COVID-19
pandemic.
2.2. Purpose of this assignment
Kiraki Development Foundation is looking for an individual expert or a company (hereinafter
Consultant) to design and deliver a 2-day module in navigation in online and remote job markets.
The training will be delivered in a blended offline-online modality. A follow-up e-learning version of
the course shall be developed to be shared with wider audiences.
The overall purpose of this assignment is to enhance the hard skills of vulnerable groups impacted
by COVID-19 and other emergencies of the last 3 years to contribute to their employability and
better access to the job market through a capacity development module.
The training primarily targets at vulnerable and crisis-impacted groups in the regions of Armenia
who will be familiarized with the growing online/remote job market through hands-on trainings.

At least 50 students will be involved in the training through blended offline and online course. The
course will also be recorded to be shared online for a wider reach after the blended course is
delivered.
2.3. Expected results
As a result of the training at least 50 young people from the targeted regions (at least 50% are
women) will enhance their skills in accessing online/remote job market. An e-learning module will
be developed following the training to expand the audience and to sustain the impact of the
capacity building component beyond the project lifespan.


3. SCOPE OF WORK
3.1. Description of the assignment
To train at least 50 students through blended offline/online course on accessing online/remote
jobs.
The task will be implemented through the following phases:
Phase 1: Call for participants circulated in the targeted regions with involvement of the Ministry of
Education, as well as local VET institutions in targeted regions of Armenia
Phase 2: Development of a 1-day module on navigation in the remote/online job market
Phase 3: Deliver the course at least 2 times to enroll at lest 50 students. The course will be
delivered in Armenian language with the use of learner-friendly, interactive methodologies
Phase 4: Recording of an e-learning course on online/remote jobs
Phase 5: Reporting and delivery
To ensure the publicity of the Project and effective reach out of the target groups an information
about the trainings will be disseminated through public channels, such us websites, social media,
dissemination of informational materials and leaflets through local VET institutions, national and
local government partners and other local stakeholders.
Note: All phases of the trainings should be closely coordinated with the Project Coordinator
assigned by the Project.
Considering the situation with COVID-19 and possible restrictions regarding public/group events
and social distancing guidelines, the trainings might be conducted in on-line mode.
3.2. Deliverables
Main deliverables include:
• Application and Interview forms for selection of participants
• Training module
• List of training participants and their profiles
• Participant logs
• Progress reports
• Photo/video materials of the trainings
• Copies of the training certificates
• Trainee satisfaction surveys completed by the participants

4. REPORTING REQUIREMENTS
Consultant will submit the following reports in English:
Final Report: describing the implementation of the trainings, including initial selection, providing
profiles of participants, training process. Reports shall include all relevant Deliverables as
annexes, such as training modules, signing sheets, satisfaction survey results, etc. Shall be
submitted within 10 days after the end of the training.


5. PAYMENTS
Payments will be made in two tranches (advance and final payments) upon delivery of the
necessary deliverables (training plan and final report). Payments will be made in AMD into the bank
account of the Consultant.

transformation. The trainings aim to build the capacity of a new generation of hospitality
entrepreneurs among vulnerable groups, micro-small businesses and youth in the target regions or
Armenia. The training offers a blended online-offline course on operation of small hotels and B&Bs,
tailoring the course to the opportunities and limitations of Armenian hospitality sector. The training
will include a 2-day theoretical course on management of small hotels, as well as new digital
transformation opportunities and services available, and a 1-day study visit to an operating hotel.

The overall purpose of this assignment is to enhance the hard skills of vulnerable groups impacted
by COVID-19 and other emergencies of the last 3 years to contribute to their employability and
better access to the job market through a capacity development module.
The training primarily targets at vulnerable and crisis-impacted groups in the regions of Armenia,
who will receive hands-on skills in knowledge in hospitality management and digital transformation.
At least 40 students will be enrolled in the trainings.
2.3. Expected results
As a result of the training at least 40 participants from the targeted regions (at least 50% are
women) will enhance their skills in hospitality management. The training is tailored to the
professions identified through the program, including tourism, hospitality and entrepreneurship.
The study visit envisaged as part of the trainings, will help the students to understands the
nuances and technicalities of the theoretical knowledge.

better access to the job market through a capacity development module.

who will be familiarized with the visual storytelling skills including production of photo and video

stories, tailored to their area of specialization. The Visual Storytelling Course will help to integrate
new tools of user engagement into the workflow of targeted vulnerable groups to upskill their
capacity in outreach and sales. The course is targeted at pre-identified industries, namely hospitality
and tourism, where the operators and professionals have to rely on visual storytelling to make their
work effective.
At least 50 students will be involved in the training through blended offline and online course. The
course will also be recorded to be shared online for a wider reach after the blended course is
delivered.
2.3. Expected results
As a result of the training at least 50 young people from the targeted regions (at least 50% are
women) will enhance their skills in visualizing their professional services. The trainings will be
tailored to the professions identified through the program, including those in culinary, tourism and
hospitality, agriculture and crafts. An e-learning module will be developed following the training to
expand the audience and to sustain the impact of the capacity building component beyond the
project lifespan.

greenhouses. The trainings aim to build the capacity of a new generation of growers from small-
scale farmers to employees of large-scale operations. The training offers a blended online-offline
course on four-seasons farming for future private entrepreneurs and employees focusing on
environment-friendly greenhouse practices. The training will include a 2-day theoretical course on
design and operation of hydroponic greenhouses, as well as other new-gen greenhouse models, as
well as a 1-day study visit to an operating greenhouse.

The overall purpose of this assignment is to enhance the hard skills of vulnerable groups impacted
by COVID-19 and other emergencies of the last 3 years to contribute to their employability and
better access to the job market through a capacity development module.
The training primarily targets at vulnerable and crisis-impacted groups in the regions of Armenia,
who will receive hands-on skills in greenhouse design, construction and operation.
At least 40 participants will be involved in the training.

women) will enhance their skills in greenhouse operation. The training is tailored to the professions
identified through the program, including agriculture, hospitality and entrepreneurship. The study

by COVID-19 and other emergencies of the last 3 years to contribute to their employability and
better access to the job market through a capacity development module.

The training primarily targets at vulnerable and crisis-impacted groups in the regions of Armenia
who will benefit from enhanced skills in strategic communication and research, tailored to their area
of specialization. Communication skills include public relations fundamentals, media literacy,
communications planning and messaging. The course is essential for the students who specialize in
tourism, hospitality, ICT technologies but also culinary and crafts professions. In order to enhance
their self-learning skills, this module will also include basic research skill provision. The latter will
include basics of desk research, critical reading, literature review and analysis. At least 50 students
will be involved in the training through blended offline and online courses. The course will also be
recorded to be shared online for a wider reach after the blended course is delivered.
